MMAPA is a non-profit association comprised of the leading Medicaid and Medicare Advantage organizations in Puerto Rico: Humana, MCS, MMM/PMC and Triple-S Advantage. This association was born in 2009 to evaluate and act about the implications of new government policy on funding for Puerto Rico’s healthcare system. Currently, the association has served over 550,000 MA beneficiaries and over 280,000 in D-SNPs. 

The MA program in Puerto Rico is an outlier at the bottom of the healthcare expenditure in Medicare and healthcare in general. However, due to the unique social, economic, and health system characteristics of Puerto Rico, the MA program has resulted in increased benefits, access, choices and quality at the lowest cost possible compared to any other Medicare beneficiary population in the Nation. Nonetheless, implementing the Affordable Care Act (ACA) cuts in Puerto Rico, as legislated, will severely cripple our health system, especially for the access to care for Medicare beneficiaries.


Therefore, it is imperative for Puerto Rico to keep paying attention to the forthcoming discussion and potential impacts to the funding for Medicare in the island. To that end, we at MMAPA have made it our mission to continue to develop ideas & policy proposals seeking the sustained and improved support of Medicaid and Medicare Advantage programs to P.R.'s beneficiaries and healthcare system. We focus on short term as well as comprehensive proposals for the healthcare system in Puerto Rico, which have multi-stakeholder support, including through the Puerto Rico Healthcare Coalition, and can be tangible steps in impacting care and well-being of citizens residing in PR right now.  We will continue to educate and transmit the urgency of the challenge that is already here.
