The Medicaid and Medicare Advantage Products Association of Puerto Rico (MMAPA) is a nonprofit organization representing Puerto Rico's leading Medicaid and Medicare Advantage health plans: First Medical, MCS, MMM/PMC, Plan de Salud Menonita, and Triple-S Advantage.

Since 2009, MMAPA has served as a trusted voice on federal healthcare policy, working to strengthen Puerto Rico's healthcare system through sustainable Medicaid and Medicare Advantage policies.

 

Puerto Rico's healthcare system is unique within the United States. More than two-thirds of the Island's residents rely on Medicaid or Medicare Advantage for their healthcare coverage, yet both programs operate under federal funding structures that differ significantly from those available to the states. These structural differences create ongoing challenges for beneficiaries, healthcare providers, and the long-term stability of the healthcare system.

 

MMAPA works collaboratively with policymakers, healthcare organizations, providers, employers, and community partners to develop practical, data-driven policy solutions that improve healthcare access, strengthen provider networks, and support the long-term sustainability of Puerto Rico's healthcare system.

 

Through research, education, and advocacy, MMAPA provides technical expertise and serves as a resource for federal and local decision-makers addressing healthcare policy affecting Puerto Rico.
