MMAPA Applauds U.S. House Energy & Commerce Health Subcommittee Hearing On Medicaid Funding In U.S. Territories

Puerto Rico And Other U.S. Territories Are At Risk Of A Humanitarian And Financial Crisis If Congress Does Not Intervene

June 20, 2019

WASHINGTON, D.C. – The Medicaid and Medicare Advantage Products Association of Puerto Rico (MMAPA), a non-profit organization composed of the leading Medicaid and Medicare Advantage organizations in Puerto Rico, applauds the House Committee On Energy & Commerce Health Subcommittee for holding a hearing entitled "Strengthening Health Care in the U.S. Territories for Today and Into the Future." The hearing, which will examine the unique funding challenges and potential solutions for Medicaid programs in the territories, underscores the need for a comprehensive, long-term funding solution for both Medicaid and Medicare programs in Puerto Rico.

Federal funding for Medicaid in Puerto Rico is more than 70 percent below the national average. Similarly, federal funding for Medicare Advantage in Puerto Rico is 43 percent below the U.S. average and has decreased by $5 billion since 2011.

"With the Medicaid Cliff fast approaching, it is imperative that Congress take swift action to help the people of Puerto Rico who stand to lose their health coverage," said MMAPA President Jim O'Drobinak. "Today's hearing is an important first step, but there is much work to be done. Avoiding a Medicaid Cliff is crucial for hundreds of thousands of Americans on the island, but Congress must approve a comprehensive solution that addresses the drastic federal underfunding of Medicare as well as Medicaid in Puerto Rico. Without it, the American citizens of Puerto Rico will not have access to the quality care they deserve."
